Vlaanderen: Get Permit Details

Retrieve comprehensive details for a single environmental permit including project overview (authority, decision, appeal deadline), procedural phases with sub-items, content version references, building actions with addresses and spatial data, and general project information. Accepts either a UUID from search results or an OMV project number; when a project number is provided, it is resolved to a UUID server-side before fetching details. API for extracting environmental permits (omgevingsvergunningen) from the Flemish government's portal. Supports searching by location/keyword and retrieving detailed project information, procedural phases, and building action details. Fulfilled by Parse from omgevingsloketinzage.omgeving.vlaanderen.be.
