Fetch the list of blocks for a given district. Use the internal districtId from get_districts, NOT the UDISE district code. Returns block IDs and names for finer-grained geographic filtering. Access Indian school data from UDISE Plus - Know Your School portal. Provides academic year listings, state/district/block hierarchies, school categories, management types, and detailed school profiles. Fulfilled by Parse from kys.udiseplus.gov.in.

- year_id (integer): Year ID from get_academic_years. Defaults to 0 (latest/Real Time).: Allowed values: 0, 11, 10, 9, 8
- district_id (integer, required): Internal district ID from get_districts endpoint (e.g. 1601 for East Delhi).
