Fetch details of a specific tender by its full URL. Detail pages are typically gated by image CAPTCHAs, in which case the response includes status CAPTCHA_GATED. When not gated, returns parsed key-value pairs from the detail page tables. Collects public procurement data including active tenders, closing today, global tenders, high-value tenders, cancelled tenders, and organisation lists from India's Central Public Procurement Portal. Fulfilled by Parse from eprocurement.gov.
